In August 2026 two rail worlds operated side by side, less than a hundred kilometres apart.
On 12 August ProRail announced that engineering consultancy Arcadis will take on the design work for the Nedersaksenlijn: the planned rail connection between Groningen, Emmen and Twente, including roughly 30 kilometres of entirely new track between Veendam and Emmen via Stadskanaal and Ter Apel. The commission is worth around EUR 8.5 million and sits within a MIRT exploratory study that runs to the end of 2028. Exactly where the track will run, where the new stations will be and what the timetable will look like: all of that is still open.
At the same time, the existing network was shut down in order to be renewed. Between 11 and 21 August the A2 corridor was closed for eleven days to replace track and overhead line portals, with no train service between Geldermalsen and ‘s-Hertogenbosch. From 14 to 16 August no trains ran between Zwolle and Meppel, where ProRail replaced ballast, sleepers and rails around Staphorst. A second weekend closure follows on 5 and 6 September, and the Meppel to Leeuwarden section closes from 21 to 30 November.
Both routes lead to the same goal: better accessibility for the north and east of the Netherlands. But for a stakeholder and environmental manager they are fundamentally different assignments, with different stakeholders, different risks and a different kind of resistance. It pays to be clear about that difference, because the choice between building new and upgrading what exists recurs in almost every regional accessibility case.
Approach A: building new track
The Nedersaksenlijn is a long line with an even longer history. The Veendam to Stadskanaal to Ter Apel to Emmen route partly follows old rail alignments, but in planning terms it is a new corridor through an area where no train has run for decades. In the 2025 spring budget the Dutch government reserved EUR 1.9 billion for the next phase, which gave the project financial credibility. In October 2025 national and regional authorities signed the start decision in Emmen. In July 2026 the province of Drenthe added EUR 50 million. The provincial ambition is a running train around 2035.
At this stage the stakeholder challenge is one of openness and allocation. There is no alignment yet, so there is no group that knows it will bear the cost. That sounds comfortable, but the opposite is true. As long as the alignment is open, everyone living along every possible variant is a potential stakeholder, and expectations grow on both sides: villages that want a station, and residents who fear the track will end up behind their garden. The exploratory study has to carry those expectations for three years without being able to confirm or deny them.
ProRail explicitly describes the Arcadis commission as developing and assessing alternatives, preparing decision-making and involving the surrounding area. Those three belong together. An options appraisal that only becomes public once the preferred alternative has been selected produces exactly the grounds of appeal that the Administrative Jurisdiction Division has been strict about in recent years: is the choice between variants transparently reasoned, and were material choices put to the public while they were still open?
Approach B: upgrading existing track
The second route looks duller and is not. The Zwolle to Meppel section is the only northern rail exit from Zwolle: everything running to Groningen and Leeuwarden passes over it. The so-called Meppel bottleneck has been regarded for years as one of the most vulnerable points on the Dutch network. Tackling it was first funded with EUR 75 million and then with a further EUR 100 million. The package includes an extra platform at Meppel, work on three of the fourteen level crossings between Meppel and Zwolle, a cycle tunnel, a study into power supply and a ground investigation into track stability.
That package says a great deal. It contains hardly any spectacular rail engineering and consists mainly of measures that touch the immediate living environment: level crossings, cycle routes, a tunnel, vibration and soil behaviour. Anyone who wants to run more trains over an existing alignment is raising the intensity of use on a line that cuts straight through built-up areas that grew around it. Every additional train per hour means more time with the barriers down, more noise and more vibration for people who gain nothing from it because they do not take that train.
Here the stakeholder challenge is one of cumulative burden and endurance. The work comes in portions: a weekend in August, a weekend in September, ten days in November, and on the A2 corridor three consecutive summers. Each portion is defensible on its own. Added together, a resident beside the track at Staphorst or a passenger between Utrecht and ‘s-Hertogenbosch experiences years of interruptions with no visible end point.
The comparison on four criteria

What stands out is that the two approaches are not gradations of the same thing. They are each other’s mirror image. New track offers maximum room for influence and maximum legal risk, with a disruption curve that peaks late. Upgrading offers minimal room for influence and limited legal risk, but starts causing disruption on day one and keeps doing so for years.
That has direct consequences for how a project is staffed. On a new corridor the centre of gravity for stakeholder and environmental management sits in the exploratory phase: area analysis, options appraisal, participation on material choices, and recording the reasoning that will later have to hold up in court. On an upgrade the centre of gravity sits in delivery: disruption planning, accessibility, complaint handling, and maintaining a relationship that comes under a little more strain after every possession.
Where it goes wrong: assuming upgrading is the easy option
In political discussions, upgrading often appears as the sober, cheap choice set against an expensive newbuild adventure. That framing does not hold.
First, because upgrading is rarely cheap once you count the community costs. A large share of the EUR 100 million for the Meppel bottleneck goes to a cycle tunnel and level crossing measures: spending that does not directly enable more trains, but that is needed to let the surrounding area absorb the intensification. That is not an incidental line item, it is the heart of the assignment.
Second, because the headroom in an existing alignment is finite. More trains over the same track means barriers down more often, and at some point safety or liveability hits a limit that can only be broken with a grade-separated crossing or a diversion. At that point you are back in a heavy planning procedure anyway, but in the middle of a built-up area rather than in open country.
Third, because political durability differs. The EUR 1.9 billion for the Nedersaksenlijn came partly at the expense of the Lelylijn, from which EUR 110 million went to the Meppel bottleneck. Such reallocations show that in practice the choice between new and existing is rarely a technical trade-off, but a division of scarce budget between regions that have both been promised something. Anyone who communicates locally as if this were a neutral options study loses credibility the moment politics settles the matter.
Which approach, and when
The practical conclusion is not that one approach beats the other, but that they require a different question to be asked.
Choose new track when the desired connection simply does not exist, when the existing network is already at its capacity limit, and when there is enough time and political stability to sustain a three-year study and a ten-year delivery. Then invest heavily in the exploratory phase: the options appraisal is not only a technical product but the legal foundation of the entire project.
Choose upgrading when the connection already exists and the bottleneck is local, when results are needed within five to ten years, and when the communities along the existing route can absorb the intensification, or can be helped to absorb it with targeted measures. Then invest heavily in disruption management across the whole programme, and present the measures package from the outset including its liveability component, rather than as compensation after the fact.
And in many cases the answer is both. The Nedersaksenlijn is itself a hybrid: new track between Veendam and Emmen, plus modifications to existing sections and stations. That means a single project has to run two stakeholder regimes at once, with residents who do not know the difference and should not have to. For the stakeholder and environmental manager, that is the real assignment: telling one story about a project that internally consists of two different worlds.
