A connection of 3 x 80 amperes — the standard for a larger café, a dental practice, a small workshop or a block of flats. Until yesterday, you could count on such a connection being installed, even in areas with grid congestion: small consumers had a guaranteed priority. As of today, 1 July 2026, that is over. The Netherlands Authority for Consumers and Markets (ACM) has ended the automatic reservation of transport capacity for small consumers. In an area with no headroom, those without priority simply join the waiting list — just like the large parties.

It sounds like a technical change buried in a code decision, but its consequences are anything but. For years grid congestion was mainly a story about data centres, industry and large-scale solar fields that could not be connected. From today it touches, in principle, every business owner, every school, every care institution and every housing project in a congested area. Grid capacity thereby changes fundamentally in nature: from a scarcity felt by a few large players to a societal question of allocation. And questions of allocation are not engineering — they are stakeholder management.

What exactly changes

The background is the prioritisation framework that the ACM adopted last year and that has been taking effect in stages since the spring of 2026. The framework governs how scarce transport capacity is distributed when a grid is full. Its core principle: available headroom goes first to socially prioritised functions, and the rest joins the back of the queue in order of application.

The ACM distinguishes priority categories. Category 2 concerns safety — think of acute healthcare, defence and water management. Category 3 concerns basic needs: housing, education, telecommunications and public transport. Those falling outside these categories — most businesses, from small and medium-sized enterprises to hospitality — have no priority.

Today’s change follows from that logic. The automatic reservation for small consumers (connections up to 3 x 80 amperes) did not fit the framework: it would mean a large group always retained priority outside the prioritisation regime. So the reservation lapses. From now on, the same rule applies to non-priority small consumers as to everyone else: if there is no room, they are placed on the waiting list, and connecting or upgrading in the most heavily congested areas can take years.

For sectors that fall just outside the categories, this is sharp. The trade association Royal Dutch Hospitality (KHN) warned its members explicitly: hospitality is not in the priority categories, and it advises operators not to postpone their applications. It is a harbinger of a broader dynamic — parties that never dealt with grid congestion before are discovering they are right in the middle of it.

From a handful of large consumers to the whole of society

This is the shift that truly matters for stakeholder management. As long as grid congestion was a matter of a few dozen large applicants per grid area, it was manageable as a negotiation between professional parties: grid operator, industry, developer. There were painful choices, but the circle of those affected was contained.

That circle now grows many times larger. In a congested area, anyone wanting to expand, decarbonise or build anew can now hit the ceiling: the baker who wants an electric oven, the school that must come off gas, the care institution that is expanding, the housing association decarbonising a neighbourhood. Aedes, the federation of housing associations, has already flagged what this means for its members, who stand at the front of the discussion with major decarbonisation and construction tasks.

The result is that grid capacity becomes a public topic of conversation. Where the connection problem used to play out in trade journals and boardrooms, it now reaches municipal councils, business associations and residents’ meetings. And with that broadening, the nature of the question shifts too: it is no longer only about whether the grid can be reinforced in time, but about who goes first while it cannot. That is a question of allocation, and questions of allocation inevitably raise questions of fairness, explainability and support.

Grid capacity has become a question of allocation

With its priority categories, the ACM has set out a defensible hierarchy: safety and basic needs first. But a categorisation does not resolve the underlying discomfort. Two parties that both simply want to run a business experience it as arbitrary when one can move forward and the other cannot — especially when the reason lies invisibly underground.

This is precisely the pitfall we have seen in earlier allocations of scarcity. A decision that is technically and legally correct, but that people experience as unfair, is not accepted — it is contested, with the grid operator, with the municipality and ultimately before the administrative court. The legitimacy of an allocation lies not only in the correctness of the rule, but in the extent to which those affected understand why the rule works out as it does and feel the process was fair.

That makes communication not an afterthought but a core part of the approach. A waiting list without explanation feels like a closed door. The same waiting list with insight into one’s position, a realistic timeline and a point of contact feels like a process you are part of. The difference between those two experiences determines whether the energy transition is felt, at the local level, as collaboration or as frustration.

The municipality becomes a new player

An important capstone of the new system is that municipalities take on a more active role. As of 1 October 2026 they will be able to apply early for transport capacity for housing and schools — up to ten years before completion. This gets a socially important project onto the waiting list in good time, rather than only at the moment the first sod is turned and the capacity has long since been spoken for.

That sounds administrative, but it is a substantial shift in responsibility. Grid capacity becomes part of spatial planning: a municipality planning a residential district or a school must henceforth weigh the connection as early as it weighs soil, water and nitrogen. This calls for integrated programming — laying spatial plans and grid planning side by side — and for early coordination between municipality, grid operator and initiators. Exactly the kind of multi-party coordination that stakeholder management exists to handle.

What this asks of stakeholder management

For everyone working with this allocation on the side of government, grid operator or developer, we see three priorities.

Make the connection an early part of the conversation. Grid capacity should not be discovered at the end of a planning process, but taken into account at the start — together with the question of who else in the area is seeking capacity. Anyone who only discovers at the permit stage that the grid is full is too late.

Be honest and concrete about position and timing. An applicant on the waiting list is entitled to a realistic picture: where do I stand, what is a realistic timeline, and what can I do myself (for instance, connect flexibly or on a time-bound basis)? Vague reassurance undermines trust; honest clarity builds it.

Organise the allocation as an area process, not a service counter. The priority categories provide a framework, but its application — which socially important projects go first, how local interests are weighed — deserves a visible and traceable process in which municipality, grid operator and users make choices together. That way scarcity becomes something a community carries together rather than something that happens to it.

The change of 1 July 2026 is small on paper and large in practice. It marks the moment grid congestion ceases to be a sector problem and becomes a broad societal question of allocation. The engineering — more copper, faster procedures — remains indispensable, but it does not resolve the sense of unfairness that scarcity provokes. That requires early involvement, honest communication and an allocation that people can understand and accept. In short: stakeholder management, precisely where the grid is full.
